The cops in Forest Grove, Oregon just released their police blotter from a few weeks ago . . . and one case in particular stands out.

Quote, "A convenience store employee reported that a man wearing a Cookie Monster shirt came in . . . opened and ate half a package of cookies, then left without paying."

They tweeted out a surveillance shot of the guy, so the next day, he went to the police station to confess . . . but he said it was a, quote, "misunderstanding."

There's no word on what charges he's facing.
