Authorities said that Graham was the driver and only person in the vehicle.
Graham was taken to and jailed at the York County Detention Center.
He was arrested for operating a motor vehicle to avoid arrest, third-offense willful reckless driving, possession of burglar tools, possession of a deadly weapon during the commission of a felony, possession of a controlled substance, driving under suspension, and numerous traffic offenses.
