LINCOLN, Neb. -- An 18-year-old man is facing manslaughter charges after a crash that killed two people and injured 20 in Lincoln. 

Lincoln Police Chief Teresa Ewins said Tuesday that 18-year-old Kyvell Stark of Omaha was arrested on two counts of manslaughter and two counts of driving under the influence with serious bodily injuries. 

Stark was the sole occupant of the vehicle he was driving westbound on O Street when he struck another vehicle drivern by Emily Siebenhor with Edith Hermosillo as a passenger. 

Siebenhor was eastbound on O Street while turning northbound onto 52nd Street. 

Authorities said the front end of Starks vehicle struck the passenger side of Siebenhor's vehicle. 

LPD said that after the initial impact, both vehicles left the roadway and continued over to the north side sidewalk west of the intersection area striking multiple bystanders who had fathered to observe an event where vehicles traveled along O Street over the Memorial Day weekend. 

Chief Ewins said electronic data was collected and showed Stark was going over 90 miles per hour on O Street before causing the crash on Memorial Day weekend. 

LPD said that when officers arrived they suspected he was impaired due to possibly drugs or alcohol.

The crash report states he also tested positive for marijuana. 

Police said 20-year-old Siebenhor and 22-year-old Hermosillo were killed in the collision, and 20 people sought medical care as a result of the crash. 

Two of the 20 people injured remain in the hospital. 

Tuesday morning LPD Captain Todd Kocian said that Stark turned himself into the Lancaster County Jail and the investigator.
